Are the VPS servers physically in Austria?

Yes. EDIS Global offers the two Vienna locations covered here: NDC2 and Interxion (Digital Realty). This site compares measurements to temporary VPS instances in each location. Those instances have since been retired; use the Looking Glass addresses above for new tests.

Which Vienna location is faster?

It depends on the source network. The first sample favoured NDC2 from Warsaw and Milan, and Interxion from Vienna and Bratislava. Read the per-probe results rather than assuming either location is always faster.

Does the report measure bandwidth or uptime?

No. It measures inbound IPv4 ICMP latency, packet replies and MTR paths during one short collection. It does not establish sustained throughput, application response time or uptime.
